The HSCS is comprised of nine psychiatric hospitals located throughout the state, and one youth residential psychiatric center in Waco. The HSCS is a hub of excellence for forensic mental health and complex psychiatric care, with all facilities accredited by The Joint Commission. The hospitals provide state-of-the-art treatment that is recovery-oriented and science-based. Whether in a direct-care or support role, your contribution will make a difference in the life of a Texan.

The Medical Director is under the direct supervision of the Facility Superintendent. The Medical Director will provide both leadership and support to the RGSC's clinical functions. An ability to work with all disciplines, from direct care staff to consulting physicians, is essential for the provision of optimal care plans, with the ultimate goal of partnering with a variety of stakeholders as appropriate to: Integrate our clients back into the community, return to the judicial system for adjudication, and/or to refer to less restrictive settings. The Medical Director is responsible for the Medical Services Division, which includes supervision of the Director of Mental Health Services, Chief of Medical Services, Medical Staff (including internal and general medicine practitioners, psychiatrists, physician assistants and advance practice nurses), Director of Pharmacy, the Outpatient Clinic Director, and the Administrative Assistant for the department. The Medical Director is also responsible for supervising psychiatric residents, performing forensic competency evaluations, 2nd physician certificates and psychiatry after hours face to face evaluations using telepsychiatry. The Medical Director also participates in clinical and system committees.

Essential Job Functions:

Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

Leads, guides and supervises the provision of client treatment using a trauma-informed, person-centered, recovery model of care.

Provides leadership to the Medical Services Division and the hospital’s discipline directors in the development of recovery programming, evaluation of ongoing care and discharge planning.

Manages acute care including oversight of the hospital’s prescribing of emergency medications, ordering emergency behavioral interventions, and coordinating consultations and transfers if the person requires acute interventions for non-psychiatric medical conditions.

Develops and recommends to the Superintendent, policies and procedures governing the care and treatment of individuals served by the Center.

Holds at least one monthly meeting with medical staff and department heads to disseminate pertinent information needed to complete duties.

As needed to assure coverage, may provide direct client services. Will also be directly involved in staff recruitment and professional training / education.

Participates in facility and system-wide committees as assigned to ensure patients are receiving efficient effective clinical care, such as the Medical Executive Committee and the State Hospital System Governing Body.

Participates in mandatory training per HHS policies and procedures, HIPAA policies, state and federal rules and regulations, and hospital accreditation requirements. Ensures all staff have annual PPD and vaccines

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities:

Ability to provide effective clinical / medical leadership for complex psychiatric hospital including sound managerial and supervisory skills.

Knowledge of methods and procedures in forensic and general psychiatry and general medicine; and of principles of the development, implementation, and documentation of individualized care and treatment plans.

Exercise skill in the care and treatment of patients; in the use of medical and psychiatric diagnostic and treatment tools and equipment; and in the documentation of medical care.

Ability to adhere to facility policies and procedures, agency rules and regulations, state and federal statue and regulation, and facility accreditation requirements.

Proven experience and ability in managing the provision of comprehensive and complex psychiatric and general medical services in inpatient psychiatric programs, including maximum security forensic services.

Skill in effectively using an electronic healthcare system.

Ability to effectively lead, manage, recruit, retain, and deploy a qualified medical staff.

Ability to communicate effectively; and to plan, assign, and supervise the work of others.

Registration or Licensure Requirements:

Must possess valid Texas driver’s license or obtain it no later than 90 days after hire date. Applicants with an out-of-state driver’s license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.

Valid unrestricted Texas Medical License with current registration, board certification or board eligibility in psychiatry, DEA Certificate

Initial Selection Criteria:

Valid Texas Medical License with current registration.

Completion of an ACGME approved residency in psychiatry.

Work experience with hospitalized psychiatric patients.

Board certification in Psychiatry.

Experience in a responsible clinical administrative position.

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, and HHS OIG list of Excluded Individuals/Entities. The salary offered will follow HHS starting salary guidelines which are typically made at or near the posted minimum of the salary range.

According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All of these diseases are vaccine-preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with patients. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
